Under section 123 of the Measure, the President is required to make Tribunal Rules prescribing the practice and procedures to be followed in the Tribunal. The Rules came into force on 30 April 2015.
The purpose of procedural Rules is to ensure that all cases which comes before the Tribunal are treated fairly and consistently.
Everybody who brings a case before the Tribunal must understand exactly which actions they need to take in order to present the facts of the dispute, and their arguments, effectively to the Tribunal.
All parties must also know what arguments other parties will be asking the Tribunal to consider.
